Rate of CP loss for 3000+ CP Pokemon

If I place a 3100 CP Dragonite into a gym, will it deteriorate at the accelerated rate of 10% even when it reaches less than 3000 CP due to loss in motivation? Wouldn't the rate of motivation loss switch to the 1.1% when it reaches 2999? Anyone know? Because this would mean that 3000+ CP Pokémon are in fact still valued highly rather than keeping Pokémon at the sweet spot of 2999 CP if possible.

Still at 10%, so the best CP in the current gym meta is 2999, this nerfs high level Dragonites/Blisseys.

Yes it's confirmed. Every high level player who power red up their Pokémon to over 3000CP because that was the minimum to stay in a level 10 gym is now using those defenders as attackers for raids.
