Rare Candy Bonanza - Where to spend
So I have a ton of rare candy and I want to feed a few to some lucky but unneeded candidate to free some bag space while I earn the coins to upgrade the bag to 2000. Choose your favorite(s) based on nothing but your personal POV. No explanations needed but feel free to contextualize if you want, I promise I will read the whole of your posts, even essay-long replies.
1 ) A second Kyogre - 15A/14D/14S
2 ) A second Groudon - 15A/13D/14S
3 ) A third Rayquaza (8th high-tier dragon type) - 15A/15D/12S
4 ) A second Ho-oh - 15A/15A/14S
5 ) A second shiny Lugia - 14A/11D/11S
6 ) Maxing out Mew
7 ) A second Mewtwo - 14A/14D/13S
BTW, I listed them according to my personal preference ATM. Also, I don't do wimpy half-done power-ups, I'll max the shiz out of my candidate to level 40.

I'd ask the question what do you need next? Which legendary shines against the Regis, against Palkia and Dialga? Which of those are you going to want to catch a lot of? My bet is Dialga. Dialga is only weak to fighting and ground, so I'd go with the Groudon. Fighting is also good against the Regis, so you'll be set for a while with a team of Machamps and a few Groudons.
I agree with your top two, Kyogre or Groudon would be my top picks. Leaning towards placing Groudon first though.
Reasoning: Both are extremely good long-term investments. Kyogre is overall better but doesn't look like it's going to be a top counter to any gen 4 legendary. Groudon on the other hand has a good chance of being the supreme counter to Heatran. Bonus points for being boosted in clear if you're expecting a sunny few months in your area.
Kyogre is a great pokemon and this one has great iv's. He is also miles ahead of any other water type right now, and will stay number one for a long time. He will be top counter to regirock and ho-oh (if that ever returns), and very important for me: 2 maxed out kyogre's are a great help for solo claydol if that ever returns. So I would go with this one. The groudon is good, but at the moment not very useful. He will be great agains Dialga, but it could be a year before that is released. The Ray is also good, but it sounds like you already have your dragon types covered. Also, Ray is not so far ahead of dragonite and salamence, and those don't require rare candies. I would not go for the ho-oh, it has no use now and will not have any use in the near future. one maxed out is more than enough. The shiny lugia is cool, but not usable, it would be a trophy only, same for the mew. And why max out a trophy? Stardust is meant for battle purposes, trophy's don't require a high cp. The second mewtwo would actually be my second pick after kyogre. It has very decent iv's, and having two maxed out mewtwo's is great against other mewto's, alakazam solo, lati@s, etc. So my order would be 1, 7, 2, 3, and I would't even consider 4, 5 and 6.
