In neutral weather, Venusaur is on par with Zapdos. Raikou is almost always better.
In sunny/clear weather, Venusaur is on top.

Venu is better. Grass is not only can deal more damage. It can resist water moves too.

Raikou is naturally tankier than Venusaur which makes up for the lack of resistance.
For example against double water moves Poliwrath, they have almost the same TDO, but Raikou has much better DPS. Raikou is better unless it's clear weather.
