I think Raikou was only omitted when they did the Ho-Oh page because Raikou wasn't even released yet. However, Raikou does sport a typing disadvantage when compared to Zapdos for the solar beam variant, so I really think Zapdos should be the 'top spot', or Golem, for the insane damage.
