We are near to see the end of Groudon's raids and maybe we will see Kyogre arrive and thinking on this I believe is time to have one more pokemon on my attack line.
I have Zapdos, Jolteon and some grass pokemons but I think that Raikou will be a good adition to my team.
The main problem is that I didn't have lucky to found one with good IV all of them have low IV, thats is the reason that I have not powered up any one of them till now. I think that I will power up the selected one to lvl 30 at least at the moment.

Edit: btw not trying to be snarky. I think Raikou is a beast and have powered two of them up to 40, no regrets. I use them more than any other mon. Make sure to go with TS/WC.
