If you were me, would you power up 15/12/10 raikou? Its the best one i have.

Nope.

We have electivire, which has higher DPS than it, but less TDO, and when its released, Megnazone, which is part steel so it resists things more than raikou, has 97% its DPS and a lot more tankiness than electivire, and significantly out TDO'ing Raikou against blizzard kyogre and any other pokemon that magnazone resists the moves of harder than raikou does, which happens a lot.

That is just pure preformance, assuming level is equal, but Raikou's a legendary, it demands rarecandies unlike the easily farmable species specific candy that the nonlegendaries do, as well as being FAR easier to get lucky version of the nonlegendaries. Electric(and raikou) is also a very niche type, not a good generalist type like dragon, mewtwo with shadow ball or Meteor mash metagross, when its specialist opportunities come up, its the best, but thats not often and in my oppinion, doesnt justify the rarecandy that can be used on many better legendaries.

For those reasons, I dont think Raikou's worth it. Ive never powered one up since getting my first one via research a few months back, and dont regret it.

You're welcome. I dont just say "oh do this" with out giving the reasons why, as ive never found things like that overly helpful. Giving a recommendation as to what to do and why I feel that recommendation is the best choice also lets others decide what to do. Something like saying "Dont because magnazone and electivire" wouldn't really convey the same level of information because one would likely think because Raikou's a legendary it would outperform them by a sizable gap, and them being passable substitutes for ease of access like jolteon was. But putting each other relative to themselves as well as the costs (something I dont see a whole lot of people mentioning when responding to questions like this) should be accounted for and put into perspective.

To add on to MetalgrossMaxis's answer; it also depends on whether you have a good magnemite and/or electabuzz.

If you pvp a lot a good raikou, powered to the league's limit is priceless

Contrary to the previous answer, I'd say yes, but in certain circumstances. If your overall RNG sucks, (like me, two hundred IVs in over 200k Pokemon caught and hatched, no Sinnoh Stones since they were no longer guaranteed, all Suicune research, etc.) then you probably should if you're in need of Electric type attackers.

Of course, there is no relevant boss where Electric would be needed in this generation, (maybe Arceus, Manaphy and Phione?) and Gen 5 only has Tornadus, as well as Zekrom which will blow everything else out of the water. Right now, their only use in the gym meta is to back up Metagross (Whom struggles against Charizard, Gyarados and Milotic) and.... that's kind of it.

tl;dr
Yes, if you find it hard to obtain Electivires, and it somewhat depends on how hard Magnezone will be to evolve. (Specific moveset, buddy distance, another evo item) Just put it into account that Electric will not be relevant unless if Kyogre returns with Origin Pulse or until later on.
