So...since everybody here is going crazy about ho-oh I don't expect to be able to get another Raikou. Poor timing Niantic...
Did over 40 Raikou and never even saw one above 1900....the best ones I have are..

1898 CP 96% 13a/15d/15s (got 12/15/15 too..)
1896 CP 93% 14a/15d/13s

I have in mind that I read somewhere about Raikou having a breakpoint against one of his main uses which is only atainable with a high attack stat? Which one would you take?

I hadn't caught one above 1870 lol..., I only encountered once. I rather want a good IV Raikou than a Ho-oh.

At lvl 39, raikou had a breakpoint for thundershock against vaporeon. He would hit that breakpoint at lvl 40 and a 13 attack IV now. I'd check if there are other relevant breakpoints but vaporeon (if it comes back) would be covered by the two options you gave above. I'd go with the 14 attack to be safe for future bosses.

Today's the last day for the beasts. I'd say try your luck one last time and do at least one Raikou raid today (if you can). Hopefully, you can encounter one above 1900 CP! Otherwise, I'd say choose the 93% Raikou, it has a nice spread out stat distribution, whereas with the 96% one, the attack IV may drag it down a bit. Or, you can just power both of them up, just for the hell of it lol. Good luck!

It seems raid bosses are going to be rotated around much more often now, so having the higher attack could mean you hit many different breakpoints later on down the line. So I would take the 14 att one, it's still a very nice 93% :)

60 Raikou raids, no single one 1900+.

I'm powering 1895 91% 15/13/13. Don't be too OCD about IVs.
