Is the raid timer consistent?

I noticed a gym turn into an egg my real time. The timer started at 2 hours. Is that standard for all gyms?

As in I just checked the gyms in my little area and all 6 didn't have timers. Does that mean I could assume there won't be a raid for at least 2 hours?
