Raid boss moveset

I just successfully completed an Entei raid. During the battle, it used Flamethrower (and SGPokeMap confirmed it had Flamethrower). However, the Entei that I caught had Overheat; how come? (Not complaining, as Overheat is obviously the better move.)

What you battle will not be what you get (5/6 of the time)

And will differ between players as well. IVs are random as well, though at least 66.7%.

Each instance of a raid fight will have the same moveset for every player that fights against that particular raid. This is what the scanner you are checking is reporting.

After the fight is over, the IVs and moveset of the catch encounter will be randomized for each player. Raid catches, like egg hatches, will have IVs at least 10/10/10.
