Is raid boss 'max CP' not set?

I just caught a raid Magikarp and I nearly had a heart attack when I saw the magical '125' CP! I would like to point out at this stage that it was a regular 'karp :( But when I checked his IVs it was 97.8% not 100%. Has this happened to anyone else before? I thought if you saw a certain CP it was guaranteed perfect IVs? I would like to point out at this stage that I am grateful :D Is it because it was regular raid and not a legendary? Ooops may have asked more than one question.

One CP value can be caused by several different IV permutations.

For example a level 20 Shuckle with 171 CP can be anywhere from 15A-12D-15S all the way to perfect.

I have one of those Shuckles too. Not a perfect on my end cause only 2 IVs are listed in the appraisal. Still can be a 93/96/98%.

But there are no permutations on perfect iv. Perhaps the difference between 98% and 100% is less than an integer and is rounded to 125.

Knowing my luck now I'll see that 'perfect CP', catch it, celebrate and realise it's not perfect. Then I'll die a little inside. :( thanks for the response :)

It'll probably only be an issue with Magikarp since it's CP is so low, the rounding causes two possibilities with same CP. Same as with all low level mons, many possible combinations due to rounding.
