Raid Boss CP

During the Lugia/Ho-Oh event, I caught a couple Lugia and Ho-Oh in NYC all around 2100 CP. My buddy caught a Ho-Oh in S. Carolina that was CP 2600+. We're the same level and I'm curious as to why there was such a vast difference in the CP of our respective raid captures. Any ideas?

His raid boss was boosted by the weather when yours was not. (Windy for Lugia) (Sunny/Clear/Windy for Ho-oh)

That effects the CP that much? Interesting. Thanks for the info!

Weather boost increases the capture level of the raid boss by 5. Yours was caught at level 20, your friend's was caught at level 25. This applies for any raid boss, not just legendary ones.
