Raid boss animation

I randomly click on two raid bosses , 1 of them had a "aurora" like hue floating around it.. and the other dint..
is this related to weather boost ? or missing dex entry ?

I have seen this before on them. There's a Jynx shining nearby but I have cloudy weather, no boost for psychic or ice. So it's not weather boost. Neither missing dex entry. Either they're high IV or maybe it was always there or something, I never saw it as unusual.
