I had a LVL 21, 87 IV, 1946 CP Rhydon with Rock Smash and Earthquake. I recently got my first ever Quick TM, so I changed him to Mud Slap. Was I wrong for using that TM on him?

Nah. Quick TMs are easier to come by and you tend to use less of them anyways since there's a 100% success rate for desired moves. You may want to consider waiting for a good legendary for your next use though - once they're gone they're irreplaceable.

It depends on your needs. If you needed a ground rhydon its fine.
Rhyhorn is not hard to find tho. You may find many as you level up.

I'm level 27, and I've only caught 23 rhyhorns.

I'm level 32, and have seen 11, caught 11. I walked to get my only Rhydon and power it up to level 30.

In the future I'd probably save them for Pokemon that are harder to obtain; Rhyhorn aren't that uncommon and Rhydon is a raid boss, giving you ample opportunities to get one at a higher level with the moveset you want without needing to use TMs or stardust.

I play solo, or with my wife. Can we do Tier 4 alone?

Tier 4 solo is impossible (as far as I know). I think doing Rhydon with one other person should be possible with near-max optimal counters, but you would both have to be very high trainer levels.

Sorry, but that would be impossible. A Tyranitar is relatively easy to beat but it takes at least 3 people in the low to mid 30s (two are possible if level 38+ and team built with many high level Machamps).***Rhydon is possible with 3, but their average level would likely need to be 30

You can't solo a Rhydon, but you can duo with your wife, with 6 high level WG/HP Vaporeons each.

It was the right move to make an overall more useful Rhydon. The debate would be whether you had a more useful candidate for that fast TM. Chances are you probably did, but if you don't have one you can readily name then I wouldn't sweat about it. Keep on raiding, you'll soon get more TMs

I believe it was a mistake. Rhydon gets another evolution in gen 4.

This is why my two 98% iv Rhydons just sit with Rock smash/Megahorn at level 20 (both hatches).i already have 4 @ lv 31 (IVs in 80's) with useful movesets.
