Quick FYI on Breloom as a Raid Boss, pre-Guide
Hi All, I'm a L39 Mystic in Chicago. When a Breloom popped up at an EX eligible gym near me (Sbux), I raced up there to try it. Some info:
A) Breloom had Bullet Seed / Sludge Bomb
B) I chose an Entei (L25 - 2400CP / 96%IV), Moltres (L25 - 2317CP / 93%IV), MewTwo X2 (L33/34, 3514/3564CP, both 82%IV), Rayquaza (L30, 2997CP, 93%IV), and Espeon (L30.5, 2578CP, 96%IV).
MewTwo and Espeon were by far the most effective at dealing damage to Breloom. Entei was effective, but both he and Moltres (also effective) went down relatively quickly. Rayquaza was kind of the "middle of the road", doing a bit more damage and lasting a bit longer than the fire types, but M2/Espeon worked great for me.
I completed with 42 seconds left on the timer, and used all the mons except for about 1/2 of the Espeon.

I am absolutely stoked to try out this raid boss. My moltres is muh higher level than yours, but I don't have a powered up Netei or Mewtwo, so it will be a very different outing than yours.
My powered up Ray is also double dragon, so that will be an option. Will likely try out Lvl 37 Scizor and Lvl 33 Pinsir. Will need some tanks...
