Quick Attack? Or Slow Attack?
Why is the "'Quick' Attack" move not fast, while being as slow as Steel Wing and does less damage?

If this is a big mistake, i wonder, how their small mistakes look like....
It is a game for touch-screen, it can will not have as complex fighting mechanics as a game for keyboard/mouse or console.
Yes, they could do something here, maybe make "quick attack" undodgable or give no yellow flash or whatever. I think, they just have more important problems to fix.
By the way....
Thank you for this piece of information!
Quick doesn't refer to how fast the move is, but how quickly you can activate it.
Quick = Tap
Slow = Hold
Maybe the terms aren't perfect, but they had to choose one word in the interest of space, and it had to be a simple word since they were going to have to translate it into a bazillion languages.
Primary vs. Secondary would be more accurate, but it's long and probably harder to translate
When you think about it, while they're not perfect, it's really not easy to come up with better terms. Heck, even in your post you ask why that's the term, but don't offer an alternative ;)
In the main series turn-based games, the speed stat is used each round to determine which order pokemon use their moves. There are moves like Quick Attack that have a higher priority and will be used before other regular moves.

In PokemonGo, these moves are:
Quick moves:
Bullet Punch, Ice Shard, Quick Attack, Sucker Punch
Charge moves:
Aerial Ace, Aqua Jet
A good solution for translating these moves to PokemonGo could have been to have them deal damage closer to the beginning of their attack animation. They would still have the same DPS because of the animation time trailing the damage, but they would be able to deal damage really quickly then wait.
