- Two Pokemon of similar CP will have similar effective stats, because that's how CP is determined. Your effective stats are essentially a percentage of your base stats, and that percentage is based on the level of your Pokemon, which affects the CPM value.
Lower IV Pokemon have higher base stats, so despite having a lower multiplier value, have a similar effective stats to a higher level with lower Ivs Pokemon.
I'll try to give a simple example. If you have a theoretical Pokemon with 100 base stats in all 3 stats, if it has 15 in all IVs then it's base stats are 115 in everything. If it's level 14, where the CPM multiplier is more or less 0.5, or you can think of it as having 50% of it's base stats, then it's "effective" stats are 0.5 x 115 or 57.5, and those are the stats that are used to determine damage.

While a Pokemon of the same species but with 0 IVs and powered up to level 19 would have 100 base stats and a ~0.58 multiplier (or 58% of it's base stats) which would result in effective stats of 58, which would therefore result in a very similar CP value.
IVs only affect the maximum potential of a Pokemon at any given level. It doesn't necessarily make them stronger (in terms of stats) than a Pokemon of a higher level, it makes them stronger than a Pokemon of the same level but with lower IVs.

Which will allow you to figure out how much HP an opposing Pokemon actually loses in battle, and therefore you can figure out how much DPS you deal by dividing that damage by the cooldown of your move(s).
