I think Slowbro's ranking is perfectly fine, here are the reasons.
1. As you said, a Exeggutor with solar beam can be a counter to a Slowbro with psychic, however, A slowbro with Ice Beam can as well be a counter to Exeggutor with psychic, which makes the match a little bit balanced. The only problem is that Ice Beam does not benefit from STAB. Yet, when considering what happens when an Exeggutor with Solar Beam or Seed Bomb meets an Arcanine, you wouldn't say it 's too bad for Slowbro.
2. Slowbro's stat is not that "elite", but its fine, after all he is not the 10/10.
3. Yes, Psychic isn't as powerful as Bubble. But Bubble is the best of the best. A 15 DMG fast move with STAB is definitely among the top tier. Slowbro's fast move in the same level as Exeggutor/Lapras, better than Dragonite/Snorlax.

A question about Slowbro's ranking in Gamepress
Hi guys,
I just want to know your thoughts about Slowbro's ranking in Gamepress. Currently, it's on 9.5, but in my opinion, I think Slowbro deserves less than that.
First point, a defender Slowbro with psychic moves could be easily be crushed by Exeggutor. Both are psychic types. So Slowbro's moves won't hurt Exeggutor much while a solar beam Exeggutor can destroy Slowbro.
Second point, per Gamepress, its stat is good but not elite.
Third point, unlike Poliwrath whose Bubble can do considerable damage due to AI's gym defense mechanism even if it's facing an Exeggutor (whether Psychic/Grass or Psychic/Psychic skills), Slowbro's fast move does not seem to do much.
