Question about damage cutoff and IV.

I've been hearing a lot about the attk IV and how much you have to power a mon up to hit the damage cutoff for every IV you're missing or something like that. Seems a little confusing and if I explained it wrong I'm sorry since.. Well.. I am confused haha

The other night I caught a larvitar at level 30 and was pretty excited and decided to check the IV and sadly it has 67% but it's already lvl 30 so i save a ton of dust which is the real trouble nowadays. I have 300 candies and loads of rare candies so I can easily evolve it. His attk IV is 11. That seems to be the most important one so how much higher than level 30 would I have to power him up to get his damage output at a decent state?

It depends on the opponent.

If you are facing a perfect Blissey at lvl39, and your Tyranitar has perfect attack IV, then you will get maximum damage into Blissey from Bite on Tyranitar at lvl36.5

Change one variable...and the level required will change too.

So if the Blissey is weaker...the level needed is lower.
If the T-Rex att IV is not 15, then the level needs to be higher.

NB Blissey has fairly strong defence, and so most opponents will have lower defence, and so you can achieve max hit from Bite, without perfect IV long before lvl36.5 against certain defenders, so you may prefer to use a different lvl.

...basically, a calculator so we can place our mon with our personal IV in against a full range of selectable foes would be soooo handy in the current meta.
We could use it to fine tune both our attackers and defenders.

...and would bring a lot of traffic to GP

Thanks for the link! This is just the tool I was looking for. I cannot remember that it was posted in this forum before.

Now I know that I have to power up my stone/stone Golem with ATK/DEF/STA 12/11/14 to level 33.5 in order to squeeze the last drops in damage dealt and received from the fast moves in a Moltres raid.

Actually I shared in sooner in another thread here several days ago, the same day I found it on tsr reddit :) (hidden in comments in a thread regarding Gya vs. lugia with HP :) ).
So easy to miss since in neither place did not had a thread of his own.
The credit goes to \u\sts_ssp, a lvl 40 valor trainer (from Japan I think).

P.S. a lot of very good studies/materials get little traction, while even mediocre (to be kind) infografics get spread. But those good one require some personal work, while an infografic just 1 minute look at it :). And then you need to start explaining that a mud shot golem is not what you want vs. Moltres :). And neither a water gun Omastar unless it is higher level than a Vaporeon (which usually is not the case).

Today I shared gamepress's legendary article on my raid group, it got a lot less traction then a picture with raid bosses with IV/CP list.

But in short:
vs. Moltres: you are lucky, Bite breakpoint is at lvl 24.5 with your attack, will deal 5 damage
vs. Zapdos: same luck, but at 26.5, dealing the same 5 damage
vs. Lugia, still lucky, lvl 21.5, dealing 4 damage
vs. Charizard: lvl 23
vs. Arcanine: 27.5
vs. Flareon: 26
vs. Alazazam: lvl 27 (dealing a substantial 7 damage)

For you case it might worth looking at defensive breakpoints vs, raid Boss quick move, since at lvl 30 with 11 attack you are set vs. any raid boss that has Tyranitar among best counters.
