Psychic Starmie

Got a lvl 30 Starmie 100Iv with Psychic Hidden Power and HydroPump. Should I fast TM for both water attacks or charge Tm for both Psychic attacks?

Nice! I would keep it as it is.
For me Staryu spawned often and I found the Water Gun versions to be a lot more common than Hidden Power that I wanted to collect all versions of.

Keep it as is since there are better attackers in either role, it's not worth the TM.

If you're still set on TMing it, fast TM it to Water Gun + Hydro Pump since fast TMs are easier to acquire, the move you want is guaranteed with only one TM, and also it's the more useful moveset. At least it actually shows up on some Pokebattler raid simulations where water Pokemon are useful.

A Psychic-moveset Starmie doesn't show up against Gengar or Machamp unless you have windy weather bonus and even then it struggles to finish in time.

It gains STAB from its Hidden Power so I think you should keep the moveset - would be the best Starmie on Gym Defense imaginable (as far as Starmie goes)

We were showed Hidden Power counts as a normal type, so it would be boosted during partly cloudy. Does that revelation negate the STAB effect (wow we are still talking about Starmie;)
