Which ones should I power up? I haven't powered up the PC/FS Alakazam because of his attack stat. Is 12 enough, considering that Alakazam's base attack is already very high?
Should I gamble with charge TMs on my 100% Alakazam? Also, is PC/ShB Alakazam good against Gengars?

J/k I wouldn't touch the 100% Zam with the legacy move. I also wouldn't touch the Shadow Ball one. I think you are pretty set with just those Eggys. If you really want 6 pure psychic attackers, just make some more Espeons. Don't worry about their IVs much, just evolve them at level 30 and call it good.

As for Espeons: Yes, I'm trying to find more high CP Eevees to evolve to Espeons. I will walk any Eevee with level 29 and above with at least 50% IV, or 26 and above with top appraisal and minimum 12 attack IV.
If level 28 or above below 50% IV, I just random evolve them.
What do you want the psychic types for? Soloing Gengar? I don't see psychic pokemon as a need. I haven't powered up either of my Alakazams past 30 because I don't really need them for anything. They are just too squishy for my liking. If I care to do a Gengar raid, I use them, but I don't need to do Gengar raids.
I don't know that much about break points but I think they are related to a ratio between the attacker's attack stat and the defender's defense stat, and are only relevant in some specific match ups. A lack of a few attack ivs in an already massive attack stat may not even make a difference (idk?)
That alakazam has max stamina though which is awesome because alakazam's base stamina is muuuch lower than its attack or defense. I have one with 93% max defense and another with 91% max hp and I decided to invest in the max hp even though it has less total base stats¡!¡
