Pseudo-hundo Kyogre...
A 15/14/15 and 15/15/15 Kyogre (the 14 being HP) both have the exact same HP at level 40 according to this website, yet the 98% has 9 less CP.
Curious as to why? There should be literally 0 difference between the two since they have identical HP, and the same ATK and DEF IVs correct?
Asking because I currently have 2 powered Kyogre (one 96% 14A at 40 and one 87% 15A at 38.5), but just caught the above 98% Kyogre with 14HP. Was hesitating to use stardust on a third Kyogre even though it's so good - but now seeing that it's identical to a 100% and knowing I would have powered my first 100% legendary in a heartbeat makes me start considering it...

It is effectively a hundo until niantic fiddles around with the stat formulas. Some 14S 98s became “hundos” after the stat rebalance, some of them lost their “hundo” status.
All in all though it might be worth a consideration in case you want to line up your CP page because it will not be at 100% CP
At level 40, Kyogre with:
- 14 stm IV has 173.1 stamina
- 15 stm IV has 173.9 stamina
HP is equal to stamina rounded down to the nearest whole number. Different stamina IVs sometimes round to the same HP amount.
CP is calculated with the non-rounded decimal value of stamina. Different stamina values that round to the same number still contribute slightly different amounts to CP.
