Powering up Tyranitar

In preparation to counter Mewtwo, need advice on powering my Tyranitar team as follows:

L31 B/Se A14 D13 S15
L30.5 B/Se A14 D14 S13
L30 B/C A14 D13 S14
L20 B/Se A10 D15 S15

Appreciate to know the priority in spending the candies and dust.

It's the breakpoint for bite with IV att 10

Pls excuse my ignorance, what exactly is breakpoint and how important is it?

When I run a simulation, L28.5 At10 Tyn beats a perfect Mewtwo in 21.3 sec whereas a L32.5 one can do it in 20.8 sec. Does 0.5 sec make a big difference? It's too costly to jump from L28.5 to 32.5 .

A damage breakpoint is often referred to as the level where a Pokemon's quick move damage increases. This is significant especially on quicker moves such as Bite, because quick moves are used the most often, so having +1 damage on a move you use for example, 100 times is 100 extra damage.

That's not to say levelling up further past breakpoints isn't useful - for example if a breakpoint is at level 27, it's still beneficial to level up to 30 - because your Pokemon still gains HP and defence, as well as slightly increased charge move damage, but for the most part, none of these are nearly as beneficial as increasing your quick move damage.
