Powering up Dragonite

So today this random Dragonite just popped up at my house. After 10 ultra balls i caught him, was really happy about it. His cp is 1554, and his IV score is 73,3%. 15 atk, 10 def, and 8 hp. Steel Wing and Dragon Claw are the attacks. I rarely catch any dratini, had about 16 candies since i started playing in the very first day, which i already used to power him up to 1990 cp. My question is, is it worth it keep powering him up? I plan on going competitive on late game, and im currently level 24. Will probably take me months for me to catch enough dratinis to evolve one into another Dragonite.
