Power up question

Now that the dogs are finished (entei and raikou done and suicune idc), I want to power my best ones. But I also still dont have a good tyranitar and ive been unlucky with ttar raid times. So tired of waiting, and Iwasnt able to get one for doulbe candies this week. I want to power up one or two of these three. Stats are A/D/S
87% TTar 13/13/13
87% Raikou 14/11/14
93% Entei 15/14/13

Im not sure I need a Raikou because I already have a 91% Zapdos with 13/15/13 , but idk how much better he is.
Entei I know isnt used much as a fire type, but I think hes pretty cool and I like his IVs. My other fire types include a charizard with flying fast attack and flareons without fire spin. All of them IVs in the 80s
TTar is crucial and Im having trouble raiding one for a better on. I would have to TM both of his moves because he has IT/FB and i only have one charge TM left. Havnt gotten any TMs in about 10 Entei raids.
Have 275k dust so willing to spend enough for two of them to level 30, but Im not sure i should power up any of them. ALso have 70 ttar candies, about 30 candies of Rai and Entei each and 110 rare candies. Thats enough for about two legendaries from 20 to 30 so maybe I should only pick one dog and save some for Mewtwo

edit* im also a afraid a ,move change when gen 3comes out will make some important ttar movesets legacy and i wanna make sure i get a stone edge one

I don't think you will regret whatever you pick. I'd go for the ttar first then Raikou.
If you get a better one then you will just have to make 2 high level ttars.
Raikou is just the best electric pokemon we will see for a long time.
Entei is good but fire isn't a very useful attacking type right now. once we get Metagross raids you may want one.

That TTar is a perfect candidate for a QTM and a CTM, and it's IVs are pretty good. I'd power him up first.

Thanks to both for responses. I think I will do that. Ill wait till I get a fast TM and hopefully Ill catch a better one before then. If not, Ill go for it. I read something about attack stat not being as crucial because bite breakpoints are pretty low. Also, If I ever do manage to catch a better IV after I power this guy up, Ill power both up and go for one with crunch and one with SE.

Regarding potential moveset changes for Tyranitar, assuming it still has dark and rock moves, the possible moves already in Pokemon Go that it could learn include:

Snarl - Fast move stronger than Bite but a longer duration so harder to dodge with, similar to the Dragon Breath to Dragon Tail change for Dragonite.
Dark Pulse or Foul Play - Charge moves both stronger than Crunch.
Rock Slide - Charge move that has really close comparable cycle damage to Stone Edge, but is two bars so gains a lot of flexibility.

If you have the resources to improve Tyranitar now, then go for it, but don't worry too much if you don't. If I was short on TMs, I would at least want to get Bite on my good IV Tyranitars.

What error1 said Tyranitar first then Raikou. You might find an even better Tyranitar in the meantime and then you’ll have 2. Leave Entei where it’s at because there’s not much use for it atm and if you need fire use moltres or flareon

If your 13/13/13 Tyranitar isn't good, how would you describe the three I've gotten from raids thus far: (A/D/S)

Almost half of the stat rolls are 10s. My luck hasn't been particularly great. :p
The same can't be said about my sister, though: she has only one Tyranitar with 15/13/15 IVs.
