Let's start with what I have

I'm wondering if I should Power up a 3rd Tyranitar (1 T-Tar is 3203 93% with Bite Stonedge and 2nd T-Tar 3161 89% T-Tar with Bite Stonedge) for Mewtwo line up. it looks like Mewtwo Break-point for Bite would be lvl 28 so I would only need to spend about 65k stardust or so. The T-Tar I have is 2079 bite crunch 93%. I also have 2522 96% Scizor FC XS two Gyrados 3070 100% with bite hydro-pump and Snorlax 3055 Lick Body slam that could also help.
Or. Save for Mewtwo Power up because I do want 1 with Shadowball for Generalist attacker and 1 with Focus Blast for Snorlax, Blissey Lapras ext attacker.

I'd save for Mewtwo personally (since you got 2 ttars already)...205k is what's needed for Level 20 -> 39...(and 218 candies).
Once I have enough for 1 maxed, then I'd probably work on the rest of the team...(meaning, save 205k always, and 218+ rare candies...). I'd probably start spending my rare candies when I hit 300+.
It'll probably take a while to get a 90%+ Mewtwo though.
