Sell? Do you mean when trading comes along?

If transfering, I wouldn't power one up unless it had high IV and a good moveset as if it does there is no need to evolve a dratini as the candys are hard to get for power ups.

Otherwise if you have a high IV dratini then evolving it should be priority but I wouldn't transfer your dragonites as they are rare and will be good for trading when it comes.
