Power Up OR Put to the side?

So I ended up evolving my Dratini with 15 ATK, 15 HP, and 7 DEF to a Dragonite and it has Steel Wing and Hyper Beam which were clearly not my first choice as I was planning on using it for attacking. I have over 250 candies left should I invest in another strong Dratini or power up this Dragonite with horrible movesets?

The moveset is GOOD, only it's good for defense.
I think it needs to be powered at least to 2500 cp to stay in gym for a while.

By the way, as you are looking for an attacker, If you have another fair Dratini, go for it.

I suggest you take a look around the city before the event ends though...

Use for attacking? Steel Wing is horrible to attack. But ur dragon is good for defense al least.

I mean when I evolved it is was hoping for a attacker (Dragon breath and Dragon Claw) but I got SW and HB. Good defender....im going to power him up if I don't find a better Dratini today

There's no horrible moveset for dragonite, but with that many candy I would roll the dice again.
