Power up or not, that´s the question....
I need advice. I have a Vaporeon with Water Pulse and 93% IV´s (15 at/15 def/12 sta). BUT it is only level 6.
Should I power it up all the way spending a lot of stardust or just wait to get something else?
FYI: my top 3 pokemon atm are a Dragonite 2200 CP (no good IV´s), a Arcanine 2040 CP (good IV´s) and Gyarados 2035 CP (good IV´s). The rest of my pokemon are much more lower.

Why do you think someone else will able to answer this question any better than you can? What info are you lacking that keeps you from making your own decision?
I had to make a decision like this for myself, so I tallied up the candy/stardust cost of powering up a low level pokemon, and weighted it against using a high level, worse IV pokemon. Then I came to my own conclusion.
