Power up or evolve?

So I already have a level 30.5 75%IV; 2760 CP Rhydon w/ Mud Slap/Stone Edge. (When he's not in a high gym placement, he's being used to defeat Snorlax)

A week ago I evolved another Rhydon (15A/14D/12HP 91% IV; level 20) and got Rock Smash/Stone Edge. To get this Rhydon to level 30 I'll need 66 candy. I already got 54 candy.

Do I get the above guy to level 30 or do I evolve my level 20 Rhyhorn (14A/14D/13HP 91%)?

Is Mud Slap that much better than Rock Smash? I mostly use my Rhydon's either in high gym placements or to attack into Snorlax, when they're not in gyms. Rock Smash does hit Snorlax SE. Thanks in advance.

Rock Smash hits Snorlax for SE damage but Mud Slap gets STAB. They both have the same multiplier so a Rhydon with MS is the better option for general attacker. Anyway... Rhydon will still evolve. Still have to wait until Gen 4 though.

Like Ngurasngod said, "MS is the better option for general attacker." RS has a slight DPS advantage over MS against dark, normal, and ice types (both deal SE against rock and steel), but MS still generates energy slightly faster.

Unfortunately, the multipliers for STAB and SE and the inverse of NVE are equivalent in Go (which I disagree with, I think SE should be > STAB, like in the main series) because it makes it such that if a pokemon has a STAB move and a non-STAB move, the STAB move will always have an advantage, unless the STAB move deals NVE and the non-stab move deals SE against an opponent (e.g., bite vs water gun on blastoise against exeggutor, slowbro/king, starmie, etc.). When this is changed, if ever, such that STAB < SE, then RS will have a significant advantage over MS against ice, normal, and dark (i.e. blissey and snorlax).

To answer your question, your rhyhorn could be evolved and used for a rhydon strictly for gym placement. MS CURRENTLY > RS. Depends on what you value more.

I agree with the SE should be greater than STAB. It's just sad they have the same multiplier.

It makes so many movesets less viable in the current meta!

I assume it is currently as is to make match-ups, where an attacker has stab against a defender with a double weakness, not as short as they would be otherwise.

E.g., jolteon vs gyarados:
jolteon puts out 1.95x damage
(1.25, stab * 1.25, SE water * 1.25, SE flying = 1.95x) per hit,

where as if STAB < SE, such that SE = say, 1.5x:
(1.25, stab * 1.5, SE water * 1.5, SE flying = 2.8x) per hit. I really hope that either STAB is weakened or SE & NVE are strengthened for PvP.

I'm glad you feel my pain though :,( can anybody related to this?
