Mewtwo is always good filler and fits well on a great variety of raid teams because it is just that versatile despite not always being the best. Non-shadow ball variants will always live in the shadow (pun maybe intended?) of their EX predecesors, but they are still very serviceable. Depends on what you think you might need a Mewtwo for. I've never been a pro-Mewtwo advocate but I still maxed out 4 SB ones to use against the latest waves of psychics and gave a second move to my best one (Focus Blast that just got TMed into TB) and I can tell you that they get a lot of use, even when just used at random against gyms and such. It is great for generalist scenarios and has great potential for PVP if you care about that too. I am even walking one now for the extra candy every now and then.
Are your Mewtwo's IVs good? Is it your only Mewtwo? If you answered 'no' and 'yes' to those questions in that order then... could you trade for more Mewtwo with someone? Enough that you could even get a lucky perhaps? It will be a deep-pocket investment after all, but one that might prove worth it if you need an all-purpose filler and have enough TMs for last minute customization.

I have a PC/Tb Mewtwo at L20 and I'm wondering whether it's a good investment of RC.

If you have less than 10 luckies, you can trade a pokemon from July or August 2016 for a guaranteed lucky. Me and my brother did that and now I have a 91% Lucky Mewtwo.
Mewtwo is always a safe investment. It has great stats and it's attack stat makes any of the movesets great, even Focus Blast. (for attacks gyms) When Mewtwo has Confusion + Thunderbolt, I believe it becomes the 3rd best Electric attacker in the game, only being behind Raikou and Zapdos.
If you plan on doing any Kyogre Raids, your Mewtwo with Thunderbolt will help you out a lot. Mewtwo will probably always be a safe investment due to how strong it is, and how strong it will always be.
When powering up Mewtwo, it goes up 58-60 CP each time I believe, so it gets strong really quick. My other Mewtwo is only level 29 and it's already at 3404 CP. (It has Shadow Ball)
Most likely. Mewtwo is always going to be very useful due to the high Attack stat (which, unlike Deoxys, is not coupled with a fig for a Defense stat. Not a fig leaf, just the fig), so even without STAB for the majority of the Charged moves, it's going to be hitting hard.
Personally, when I'm running low on Legendary's to put Rare Candies into, I convert them into Mewtwo candies just to free up space. Even if I'm not planning on powering up a particular Mewtwo at the time. To me it's just a no-brainer investment.

I personally am not the biggest fna ov putting RC in non-shadow ball mewtwo as all sets other than it and Psychic currently are outclassed by nonlegendaries, and Psychic ones have possible Psystrike to fear. Its a pokemon that wont see much use after this, as once we get magnazone it will give raikou a run for its pokecoins. However if you are in dire need of electric types, and dont have raikou or Zapdos, as those are in my oppinion much better options due to higher natural DPS, thus not needing to be as high leveled, I would recommend powering up a TB mewtwo, or if you have shadow ball mewtwo, giving them a second moveslot and TM'ing the second move to TB
I would really love to see this list of non legendary Pokémon that are better right now then Ice Beam or Thunderbolt Mewtwo in neutral weather or boosted against the current tier 5 raids... mmm I wonder how many of them need TM locked moves or an evolutionary item? A little less worrying about what’s coming downthe road many months from now would elevate your game from way blow average to around just below average
