Power up to level 30 or higher?
An eevee was hatched, and luckily, it evolved into a Vaporeon with the best defensive moveset, WG/WP. Its IV is 86.7%, 13/14/12, ATK/DEF/STA, is it worth any dust? It now sits at about 1862 CP, 166 HP, level 21.

I thought Eevees were everywhere. I have 2600 Eevee candies and I would never think about powering up an Eevee evolve. I would wait for high IV or High CP Eevee to evolve. And if you're under level 30 trainer I would wait till you reach level 30 because wild ones max out at level 30. I've powered up only one Eevee evolve since level 23 (I wasted dust and candies on the first 25 Eevee candies I got when I was a newbie like most have when I was level 18 or so). Since then I only powered up one Vaporeon and it was from a 100 IV Eevee. I got an army of vapes flares and jolts that were evolved from high CP Eevees. Don't waste DUST! Candies are plenty
I think this really depends on your available team as to whether it's worth the dust honestly...I agree with the other comment that at lvl 25, you probably have powered up too many mons already, but maybe they were Snorlax or Dragonites with great IVs to sit higher in gyms so that's ok too.
I saw GS1's post on his powered up mons (4 Dragonites, 2 Lapras, everything 93%+ and 5 100% mons, etc...) and if you aren't a heavy spender or any spender in the game, there are certainly worst things to power up than this Vap. Problem is you only have 70k dust left.
You need to figure out if powering it up would help in the gyms in your area and if it will instantly help you get a decent spot, then yeah, it's probably worth it, but if you can only take it to lvl 26.5, and you are still stuck at the bottom of the gym, then it's probably worth the wait till you reach a higher level first or find a higher IV one. If you start looking at gyms that are very high level, 50-100 CP can mean the difference between 5 spots so every little IV helps.
As a Lvl 29 free player myself (I have yet to find a 100% IV mon), if you want to start sitting in gyms, you don't really have that many great mons to power up since most are wild caught with poor IVs and you can only hatch so many eggs so fast.
I'm sitting on near 800k in dust now and only have powered up Lapras which is still too low to sit in gyms for my area (2600-2700 minimum) so best advice is probably to just level ASAP first, then power up only if that mon will help you in gyms NOW since you can really attack with any poor IV, lower CP mons and still do just fine.
