Best defensive moveset, strong defender especially with C which hits like a truck. It really depends on the gyms in your area. If you have the opportunity to place him, I'd say go ahead, if all the gyms are 2700 or 2800+, save your dust and candies.
I personally have 1 and I always try to put him in average level gyms.
I think 85% IV is pretty decent + legacy moveset. If he likes Eggy as I do, I think it worth the investment as he's really a strong defender (despite his "quite" low CP). If gyms around him allow him to place his Eggy, I think he should go ahead (he said that dust and candies were not an issue). Once again it's only my humble opinion... ;-)
People around here think I'm a snob for what I would and would not power up, and in this specific case I think 84% IVs is very good for a legacy Confusion Exeggutor.
I have 75% and an 80% Confusion-Solar Beam, and I'm definitely going to power up both for gym spots at some point. They're great mons, and those who don't dodge quick moves will get seriously punished by the first three attacks (the second of which often doesn't even flash but occurs 1 sec after the first).

I have almost the exact same Exeggutor, so I've been pondering the same question for a couple of weeks now. I'm leaning towards not powering mine up - the max CP of even a 100% Exeggutor (let alone an 85% one) is very much on the low side for my local gym scene; why put my Eggy in slot 7 or 8 in a gym when I cound put one of my Vapes at slot 4 and have it last for day(s) longer?
That all said, if Niantic ends up changing the gym system so that CP is no longer the sole metric that determines placement I'll be powering up my Eggy without hesitation - C/SeB will really put the hurt on almost any attacker!
