Power up Kabutops?

Hi, I have a Kabutops with 73.3% of IV, definitely it is a bad IV score, but he have the best combination of attack and he's status are great, Defense-15 Stamina-15 Attack-3.
So power up or no?

Even its the best moveset avaible dont bother powering him up because of his low cp and not worthy IV. There are better mons that will do the job better than this guy. I cant say anything how would he ll be for training though. Dont have enough experience about.
