He does though. When maxed out, at lv39, as of right now where CP is a determining factor, it will sit lower than the majority of gyarados's.
In the sense that EVERYONE will have one, I disagree. If it's ivs are solid, then it adds weight to the decision. But it comes down whether one wishes to showboat (to show off; I don't mean this in a negative context!) or if one wishes to invest in a Pokémon that will either aid in collecting coins or taking down gyms.
Higher ivs ones (gyarados in general) will do a better job at their role of defending. In terms of movesets, higher dps movesets exist, which some may argue makes them more ideal. With that being said, I don't think gyarados has any "bad" movesets.
I'm arguing that there are gyarados that are more suitable for either attacking or defending. However, I can see why a shiny one may be of more value.
OP: to answer your question, it comes down to the reason as to why you wish to invest. If it is to show what you have, then go for it! Does making it shiny make it "better?" Not functionally. It may have high trading value though. I don't think B/OR is a bad moveset for reasons others have mentioned.
Mr. Pilzner: I see you are encouraging the OP to invest for the sake of its rarity (which is fine!) I'm just shedding light on the other side of the arguement, playing devil's advocate.
I would power him up, because of rarity and future trade value. They are still very rare, I have seen fewer than 5 total in area gyms (including the city).
I have two shinies: CP 2913/level 35.5 and CP 2667/level 29.5 (I need more dust to power her up more). Both have DT/CR move sets and less than ideal IV's, but IMO this doesn't really matter. I don't use them as attackers, I just like to put them in gyms as they are a pretty sight.
