Power up Dragonite?
So I haven't really powered up any Dragonites. Besides an 84% that was high cp with 15A 13D 10HP to 3100. However, I feel like with gen 4 legendaries I'll need good dragonites. My other best dragonite is 91% with 14A 14HP 13D at 2000 CP. Is he worth powering up? Other option is to wait for rayquaza's return because I didn't get a good one. What do you guys think? Thanks.

14/14/13 is really good, just not perfect. You should definitely get him to 30 imo.
Any comparison with Ray or other legendaries is pointless cause they require rare candies. Even if you get 2 powered up Rays, adding your already powered up dragonite, that makes 3 dragon attackers. That's half your party vs a Palkia/Giratina/Ray/other dragon raid, and a second dragonite would be a strong addition to the team. It will definitely see some use, so unless you are planning to spend RC there's no way you'll regret it
Unless you need them for Giratina right now I'd try and wait till Palkia enters raids, because that is the next time a Dragon-type Pokemon will become an optimal raid counter (unless Kingdra comes into raids, or if you just need a generalist). By that time Garchomp or Dialga **might** be released and they will be superior options.
However, Dragonite still remains an extremely solid option, though slightly outclassed. If you're sitting on piles of Dratini candies then Dragonites are still worth the investment, as Rayquaza and Dialga will demand Rare Candies and Garchomp will take a while to build up candies for.
Dragonite's always bean even with the gen 4 dragons, will always be a reliable and powerful pokemon. Some of the best neutral DPS in the game, it covers the gen 4 dragons, as well as several other dragons throughout the rest of the series and prior dragon type legendaries.
Never can have enough powered up dragonite.
If you raid in big groups of full lobbies then it might not be necessary to max it out. However, if you are in situations that require short handed raids (even now), then yes! Dragonite will be the 2nd to 3rd best counter for Palkia when released and if Rayquaza is re-released. But be warned, besides countering dragon types, Dragonites will not that useful as its neutral DPS status has dropped significantly with the introduction of gen2,3 and 4.
Personally, i have 4 dragonites and 2 rayquazas that i use for giratina now.
