Power up defenders or only attackers?

I am level 28, is it worth it to power up defenders, or will they never really stay long enough in a gym to matter? Should I just focus on powering up attackers?

I am considering powering up the following defenders, and I have enough candy to max them all:

1663 CP 82% Lapras with Ice Shard/Ice Beam

1447 CP, 85% Slowbro with Confusion/Psychic

1601 CP, 96% Vaporeon with Water Gun/Water Pulse

1700 CP, 71% IV Exeggutor with Confusion/Psychic

I might be the exception, but I don't have designated "attacking" and "defending" pokemon - I just power up the best overall pokemon I have (e.g., Dragonite, Lapras, Exeggutor, Vaporeon) and use those for everything. While I'll put any of them in gyms, usually I stick in a 2400 CP Vaporeon because while I have 1 Dragonite, 1 Lapras, and 1 Exeggutor, I have 6 excellent Vaporeons.

Long story short, if I were you, and I didn't already have high level pokemon, I'd power up the Lapras and Exeggutor, since they're excellent both for attacking and defending. I would probably ignore the Slowbro unless you have lots of dust/candies, and I would definitely ignore the Vaporeon, since you can easily catch many higher level Eevees in the wild.

Defenders still important and FUN (this is important), and Niantic will update the gym mechanics soon of course, i guess they are just trying to help noob players for some time. Up to max your Lapras (of course, its the best defender so far) and Vaporeon only. Exeggutor would be a monster too, but im sure you can evolve others with better IVs soon and you will feel regretful if spend lots of dust on this 71% one.

This 100%. They are attempting to keep Halloween players with easier gameplay, more spawn, more items. Also, I think your slowbro is just a better version of your Exeggutor.

Power the best Pokemon of course, but also don't feel bad if you power a couple of mons you think are cool, attackers don't have to be top tier. Just my two cents.

Yep. There are two mid tier pokemon that i want to up when evolve it with best attack movesets and high IVs: Machamp and Charizard. Like them so much and will feel good playing with them. I already evolved both but with bad movesets. Patience.

I powered 91% Bubble/Ice Punch Poliwrath from 300 to 2100 CP and never regreted it. Yes I am on 400 dust currently :D but got myself beast defender and I am proud on him. The feeling is priceless.

Hah I know the feeling, I maxed a 84iv slowbro from lvl 20, then the next day hatched a 100iv and had to spend another 80,000ish dust. It would've drove me crazy otherwise. I love them both though. Got it to 2300!

84% for lapras/snorlax/dragonite okok , but Slowbro??? lol you are serious?, you can wait easy one 93%+

Wow...haha. Thats one thing that i woudnt do. At least its a top tier defender and the game is very personal...besides strategic.

if you have all the candy and you dont have a better lapras, power him.
(dont start up if you cant finish)

Whats the advantage in power only when you can full up? maybe you can up a 1700 Lapras to 2300 (imagining the max is 2500), will be very usefull and if you are sure it will be a definitive poke you will spend the same dust and the same candies to full up in 1 time or not. There is some trick?.

you start up 1 lapras 84% , and 1 week after you found 1 better, result you cant maximiz 1, finaly you have 2 bad CP and you need wait more time.
if you wait candy for maximiz (for exemple i have 1 lvl 26 i wait lvl 34 for have 106 candy for push him 35,5)
you have 1 real beast! and not 2 useless pokemon

Ok, but thats relative. You can up the 84% WITH THE BEST MOVESET till level 30 and have a beast already to defend (which will never be useless even you hatch a 100% one) then you can wait one week or 4 months to hatch other better (or not) with 20 candies and start working in one more beast (or you can get a worst moveset too). Beside that you will not power only one Lapras in the game since you can defend 10 gyms (or more, but not collect more than 10). 80% ivs to Laprases, Snorlaxes and Dragonites are pretty good in my criteria. I guess competitive players will think about 2~3 Laprases/Dragonites/Snorlaxes at least in the defenders team. But yeah i got your point...its more a personal/strategy question. I even like to create a Q&A before power any poke to read different strategies, thats pretty nice.

All your Pokémon are really good and I would recommend to power them up. I power up 1-2 Pokémon per attack/defense of each strong Pokémon, so I power up defenders and attackers. Most people however recommend to prioritize powering up defending Pokémon as their CP will likely matter more than attacking Pokémon's CP.
