Power up bug for my Dragonite ?

I am pretty sure my 151315 Nite is level 37 and it shoud need 12 candy to power up. But the game shows 10, and my snorlax at 37 shows 12 correctly. So what has happened?
p.s. I never used any third party app

you can use the IV calculator on this site to help you.
For some reason I can't enlarge your image so I can't see the HP, nor the stardust requirements.

looks like it isn't maxed out, and the reason you can't power it up is because your nite is stuck in a gym.
