Power up Blissey or evolve Chansey

Ok so with the quad candy event will get me my dragonite and if he gets a bad moveset I am going to move onto a new buddy. Here are the canidates.
1.Chansey[lvl20](91%)109
2.Blissey[lvl4](69%)109{P/DG}
The 109 is candies I need to get them to be lvl 30.5 blisseys. One more thing with blissey if I get psychic it is useless for me so what I am wondering is do I risk getting another HB or a psychic blissey and have another meh one or should I go with the guaranteed best moveset. The max cp is only a 29 difference but the stardust cost is about 40k more for the lvl 4 blissey.

Blissey is never meh. Sure we'd all love a Dazzling Gleam Blissey, but she is a monster pokemon no matter what moveset she gets. Personally, I would probably evolve the Chansey, but either choice seems fine.
