Power up a 100% Jolteon with top moves?

I have powered the same mon up to 2554. He gets a ton of use thanks to the widespread use of Gyrados as a defender. He just ruins them with a little bit of dodging. Even if the gym changes make him less useful I certainly got my dusts worth out of him.
