Power up?

Power it to lvl 30 at least. I think it deserves that much. Especially if you won't be able to get your hands on a high IV one with C/DP during the next few weeks.

I would power it up to 30 and with how this move change happened, I've now gone into hoarding all movesets...Bad could be good and good could be bad next week...

One constant still is IVs so yours is good enough for me.

Also, since you see tons of Snorlax/Blisseys now, you can use more than 1 and it's good to diversify in case of move power changes...

c/cc is a very good moveset

The difference in DPS is about 8%. Not very much, but noticeable. If you think you can get another one with equal IVs easily, then maybe it's not worth it, but then again, if it's that easy to get ones with such good IVs, then you probably shouldn't have a problem getting enough candies to power this one up and another one as well.
