Possible reason we have some of these mons as new raid bosses
Now I know most people are not that impressed with these new raid bosses myself included besides acouple of them, but I’m assuming and this could make a lot of sense.
This is about the same time as last year that certain mons got buffed and cp got buffed while other mons got nerfed and so on. And with new moves being added into the game this could be a actual thing or niantic are just doing niantic things not letting us know anything there doing and maybe wanted to test a new rotation of new raid bosses. I just wanna throw that out there since a lot of people are not pleased with these new raid bosses and I can’t blame them but maybe there doing it for a reason. Only time will tell I guess..

They had to change something now that Suicune is in America and no clear path to get an EX pass. The water dog isn't easy to beat, raid activity would fall off a cliff here. That is a reason why they did it. Whatever you originally posted doesn't make sense***They also don't want to give urban players that are level 25 multiple Dragonites and such. Poliwrath, Victreebel, Nidos, etc all take 123 candies--fake raiding only players might not actually have those.

It actually makes sense if you look at it from that POV with these new raid bosses not saying all of them are useful anyway but why would they make the nido family tier 4 raid bosses when there not good at all in the current meta maybe because niantic are hinting they are gonna get buffed which could be a possibility that does happen.
Honestly, though, some of the level 3s like Jolteon and Flareon were full roadblocks. When those came up at Sponsored gyms people would have to go on Discord and try to explain why it might be useful to raid it. Can only imagine how to talk someone into assisting at a normal gym. Different, easier--some people actually want Scyther for Scizors and Porygon as a novelty. They had to do something, but they didn't want to do too much
I think niantic is giving easier access to counters to the upcoming legendary and ex raid bosses. Scyther and also evolved into scizor will be one of the best counters into mewtwo mew and especially celebi. Omastar with water gun hydropump will be good against golem and water gun rock blast good against hooh. Golem will be the best or one of the best counter to hooh with rock throw and stone edge.
Yes I know lots of people without golems. Most casuals don't have golems. They have raid tyranitars but no golem. They don't walk geodude or only use free incubator. Where I live geodude are very rare in the wild. Casual players don't goto nest either. They just raid one legendary a day and that's it.
I have often thought that they did things for reasons that weren’t obvious at first. For example, about a month before Blissey came along, I noticed a massive increase in Machop spawns in my area. They went from very rare to very common overnight. Up until that point, Machamp had been basically irrelevant. It seemed to me in retrospect that it was in preparation for the need for a good Blissey counter.

We had water/rock/grass etc events prior to the gym change and raids to ensure we all had relevant counters
We didn't get Poison or Steel, and so here we have these being added to the raid rotation..
They gave bonus XP for dex entries, so they know what people are missing so they could add it to the raid rotation.
They have been working on spawn points recently, and I can only guess it is to 'make room' for Gen3.
Many of the things they do lead to an event...and many events lead to something they are about to do.
Most people can't see it, and look at all the the updates and events in isolation - but if you look at it in it's entirety you can see that there is often a well planned series of events that are indeed related one way or another.
...people just don't bother looking at the bigger longer term, but simply concentrate on the current events/update in isolation.
Don't get me wrong, I think Niantic have missed a few things and made some mistakes, but to think nothing is actually carefully planned is just ignorant of the bigger picture.
Sometimes, I try to think of what an event will lead to, not what the event is on it's own - the recent XP boost for dex entries was an obvious one that it was an information grabbing excercise by Niantic. They wanted everyone to get all the dex entries they possibly could, so they could assess what is commonly missing from many people dex...and they used this for the raid rotation.
A few weeks ago, we had an event where we got massive amounts of bonus XP for evolving anything that was not already in our dex.
This would have given Niantic heaps of information about what people are lacking from their dex - it would be fair to assume that most people took advantage of as much XP as possible.
I believe they took that information, and gave us more raid bosses, based on what people are missing from their dex.
These aren't for the hard core...these are for those that are still playing that have holes in their dex.
The one thing I think they forgot to take into account is 'evo items' needed - but with that said the mons added that use evo items are also reasonably uncommon.
It wasn't a blind guess...it was based on verifiable data.
This is just a sell-out of Generation 1 so that everyone has them.
It's a bit silly, I used to go into the hills to gather plant-type Pokémon and without it I would not have Venusaur, Victreebel, etc. Also just walked 400 km with Mareep since June and got several eggs to finally give me Ampharos.
Much of this effort is wasted once they give them in raids. You do a few of them with some friends and you're ready in a couple of minutes.
