Poliwrath IV93 mud shot / Hydro pump

For attacking he is great. For defending you want bubble for him. It's just simply without competition compared to mud shot on defence.

That's worth powering up as an attacker but if you are willing enough to wait then might as well keep it and do not power it up. I myself evolved 5 Poliwags to finally get a 93% Poliwrath with Bubble/Hydropump (Rank A Moveset for both offense and defense). XP

I have almost the same, 89 iv but 1734. I didn't power him up. Waited and got a bubble/ice punch. I use him as an attacker for levelling sometimes and he is good. The newer one I will power up for gym defence.

He is bad at defending and only "fine" at attacking. Very easy to find better for attacking : vaporeon, golduck, blastoise...

Keep him where he is and use him against large Arcanines when building up ally gyms. (Water/fighting is resistant to both bite and fire fang, and fire is weak to both ground and water.)
