Poliwag: nose or mouth?

Is the little pink thing on poliwag'a face a nose or a mouth? I always thought it was a nose since neither poliwhirl nor poliwrath seem to have mouths. But since seeing the Pogo animation, I guess it's supposed to be a mouth? Pls help. I need answers.
