I'd say Poliwrath overall. But I suppose Politoed as a gym defender could surprise electric types with hard hits from a double ground moveset.

Poliwrath. It has a higher attack stat and a more useful typing and movepool. Neither of them are relevant as water pokemons, Poliwrath is somewhat relevant as a fighting pokemon (less so with gen 3 now).

Poliwrath, it can actually be used in several ways.
Bubble + Hydro Pump: a tank against Feint Attack Ninetales.
Rock Smash + Dynamic Punch: a tank against Fire Blast Tyranitars.
Bubble + Dynamic Punch: a tank against Regirock without Thunder movesets.
