Pokémon Max Level Question

Probably this question has already been asked before several times. I know a 100% IV Blissey reaches 3219 CP at level 40, and the level a Pokémon can reach was level 39. I'm level 37 and I got a 3173 CP Blissey (Lv. 39 100% IV), so now the Power Up button does not appear anymore for Blissey. Don't know from where, but I heard that now Pokémon could reach Lv. 40. Maybe I heard wrong or maybe I'm not understanding something. Is there currently a way for a Pokémon to reach Lv. 40?

Once you reach level 38, the Power Up button will appear again.

Yeah, for some reason, if you are level 37 the power up button reportedly (as of a few weeks ago at least) still goes away when you power a pokemon to 39. This doesn't happen at any lower level and when you level up to 38, the button comes back.

You can level a Pokemon to your Trainer Level +2, up to a maximum of level 40.

At 37, you can therefore only level Pokemon to 39.
