Pokemon max level is now 39.5 - not 40!

Acording to people (lvl 40 players) from SliphRoad reddit, you still cant power up your pokemon to lvl 40. You can only power it to lvl 39.5.

Yes, I just checked my maxed out (39) mon and the power up bar has certainly not reappeared.... but maybe it won't, and I powered them up too soon (as a recent level 38)?
