Yes, I think to power up your level 38.5 Pokemon at 3 devices at once. Level 40 is the max afaik (aka 3 devices is the max).

Will we finally have a level 50 Pokémon by using 23 devices? But however, though, the game is likely to crash.

Unfortanetely that's not possible, therefore 3 devices is the max. Pokemon GO will crash as a game if someone ever tries to use more than 3 devices at once and as a result the world will vanish in a dark black hole.

Pokémon level can be +1.5 level of the trainer level. So when a trainer reaches level 38, his/her mons can theoretically be leveled up to level 39.5. But there's an apparent cap of Level 39 for mons so just as others have mentioned, you need to have 3 devices.

Once your mon is level 38.5, log into your acct with 2 other devices. Have all 3 devices selecting the same mon. Then click upgrade on all 3 devices simultaneously or as fast as you can. Then, theoretically, your mon just received +0.5 levels * 3 = +1.5 levels. So your mon should be at level 40.
