Pogomoves has their best Gym Defenders List Out!
I'm assuming this is based on raw DPS output on defense without considering the most likely Pokemon a defender will face. However, its awesome information is starting to get out there!
Best Defenders based on raw DPS are:
1. Blissey (Pound/Hyper Beam 100%)
2. Tyranitar (Bite/Crunch 82%; Iron Tail/Crunch 74%)
3. Legacy Lapras (Ice Beam/Ice Shard 81%; Ice Shard/Dragon Pulse 70%)
4. Dragonite (Steel wing, Outrage 80%; Steel Wing; Dragon Pulse 71%)
5. Legacy Golem (Mud Slap/Ancient Power 74%; Rock Throw/Ancient Power 66%)

Really, any website claiming such calculated "best XXX list" is not as useful as players sharing experiences! Truth says more than theories.
Besides, DPS is just one of the many factors we needed to account for. Selecting defender solely based on DPS is naive.
Speaking of pogomoves. I don't trust any defender list that includes Tyranitar in the top 5. It's a joke in defense just like Rhydon, but only worse. Don't believe me? Try to attack it with Machamp or any other Fighting mon.

My own opinion for Blissey's best defensive moveset.
Pound/Dazzling Gleam ( with ZH/DG close 2nd )

Pound with STAB seems to do very close dmg per hit as compared to ZH, but it has the added advantage of being faster than ZH, thus charging up DG faster, making it more annoying to dodge. DG will also do SE into majority of the top attackers ( like dragonites, machamps, tyranitars ).
