A place to keep track of cheaters
Is there a website that tracks known cheaters? It seems like getting cheaters banned would be more likely if it was a community effort. If not someone should make one.
I have 10 spoofers in my area that are driving all of the legitimate players to quit with rampant cheating in gyms and getting max level mons that are not present in my area.

A few days ago I was heading home from work when I noticed someone had taken down some of my gyms. When I got there they were bubblestratting the gym and no one was there. So I stopped them. They I checked and all of my gyms were down where I live 20 miles away. So I used gymhuntr.com to end all doubt and they had placed 3 Chanseys in each one. Then it all made sense. How they suddenly acquired max level dragonites and snorlaxes for 25 gyms and why all of the sudden all of the other really active players quit in the area. I have now quit myself and I am looking for help in dealing with them.

I don't assume, that the spoofers target for you in person, they are likely to target for easy gyms an coins. So i think, repeating in taking the gyms back will deter them and forcing to go elsewhere.
This may not be a solution, but, if you report them on the niantic page, and you manage to make them go, they will somewhere else being reported again.
I believe to have read, that players who are reported from different players are likely to be banned.
I hope you can solve this problem, but i still don't think, public name-calling is the right way to do so.
I think calling people out is bad since random people online will just possible create fake accounts and get random people banned for fun and why Niantic should not rush to ban people.
Just a slippery slope and I think someone else posted here or sliph that they were not spoofers, but a rival team thought they were all spoofers and were all reporting them...
I think the best defense against spoofers is be in top spots for level 10 gyms with great defenders...Make them waste 30 minutes to tear down each one which will be rebuilt within 24 hours by the dominant team in the area.
Spoofers are generally lazy (hence, they spoof) they rather spoof to a diff location since they still have to beat the gym...or swipe a spot from the low guy so key is to level up faster/put in spots 1-3 of level 10 gyms...repeat.
I think spoofers, if they wanted coins will go after easy, low level gyms to save on time/potions...
My area had one guy buying tens of botted accounts, and spoofed lv10 gyms with them. Could be just one guy. They can always buy more accounts, 10 accounts lv30-34 is not that expensive. We think the guy got bored eventually, as he was not motivated by coins, just cheating. He had renamed the accounts so we knew the guy , he also boasted in fb. Niantic ignored the tickets so we just kept bubblestratting and the guy moved to harass easier gyms before quitting. The bot account shops are IMO the problem, niantic is not able to ban the more careful bots not used in scanners. Even if the 30+ lv accounts have not chosen a team there is nothing suspicious.. the shops advertise that, so you easily get 10 accounts of your colour and then go create those gyms.
