Patch 49.1 for Android is this a client side? I haven't seen the update available to download here in the Philippines?

No update here in Sweden either.
Still can't select multiple pokemon to transfer so I guess the update is delayed for parts of the world.

Like most updates, the update is rolling out incrementally. It takes a few days for everyone to receive the update automatically.

Although it's not recommended due to safety concerns, you can pick up the update APK manually via sites like APKMirror.
